200 WSG matches and he is already exalted! Either ach hack or ach link hack imo
edit: Or maybe faction xfer as most of those achievements are rep based, world events, quest based or pvp, the Heroic TOC is kinda strange though.
Tuon was an alliance Pally and i remember him saying something about going horde a while back when he left Legends of Poker (my old guild) so most likely this is due to faction xfer
TOC has different rewards/questlines for alliance/horde IIRC, therefore it fits completely with faction transfer. Odd that there wouldn't be more, actually.
